Updated Guidance Around Duties on Imports of Steel and Aluminum Effective March 12th, 2025 at 12:01 AM EDT

US Customs and Border Protection (CBP) confirmed last night that the Commerce Secretary has certified collection of the 25% import duty on certain imports of steel and aluminum articles and derivatives from all countries, effective on Wednesday, March 12th, 2025 at 12:01 AM EDT.

BACKGROUND

On February 10th, the President issued Proclamation 10896 on Adjusting Imports of Steel into the United States, under Section 232 of the Trade Expansion Act of 1962, as amended (19 U.S.C. 1862), imposing 25 percent ad valorem tariffs on certain imports of steel articles and derivative steel articles from all countries, effective March 12th. See 90 FR 9817 and 90 FR 11249.

Similarly, on February 10th, the President issued Proclamation 10895 on Adjusting Imports of Aluminum into the United States, under Section 232 of the Trade Expansion Act of 1962, as amended (19 U.S.C. 1862), imposing ad valorem tariffs on certain imports of aluminum articles and derivative aluminum articles from all countries, effective March 12th. See 90 FR 9807 and 90 FR 11251.

UPDATED GUIDANCE DETAILS

Section 232 tariffs on the new steel and aluminum “derivatives” outside of Chapters 73 and 76 took effect on March 12th, 2025 at 12:01 AM EDT.

The tariffs on the derivatives outside of Chapters 73 and 76 – which only apply to a good’s steel or aluminum content, respectively — had been on hold until the commerce secretary certified that tariff collection systems were ready.
