UPDATE: Requiring Periodic Monthly Statement (PMS) Participants to Pay Supplemental Duty Bills Electronically via ACH
On October 22nd, 2025, a change was announced to the US Customs and Border Protection’s (CBP) National Customs Automation Program (NCAP) test concerning Periodic Monthly Statements (PMS) to clarify that test participants must transmit electronic payment of supplemental duty bills resulting from an underpayment of estimated duties, taxes, and fees attributable to entries originally paid monthly through the PMS test.
The following is an update to the October 22nd, 2025 CSMS # 66599946 – ACE Collections: Federal Register Notice Update Requiring Periodic Monthly Statement (PMS) Participants to Pay Supplemental Duty Bills Electronically via ACH – with additional information provided below as it relates to the October 16th Federal Register notice for the Customs and Border Protection (CBP) modification to the National Customs Automation Program (NCAP) Test for Periodic Monthly Statements (PMS).
- The Periodic Monthly Statement (PMS) test modification pertains only to the payment of supplemental duty bills resulting from an entry previously paid on a Periodic Monthly Statement.
- The method by which a related supplemental duty bill must be paid electronically (ACH Debit via the Pay.gov CBP Bill Payment form or ACH Credit) does not have to match the method used for the original PMS payment.
- Existing PMS participants must electronically submit (via ACH) payment for any supplemental duty bill issued for an entry previously paid on a PMS. A Payer Unit Number (PUN) is not required to pay a supplemental duty bill via Pay.gov, nor is ABI used.
- CBP is also providing the ACH Credit mechanism for electronic bill payments in the event a PMS participant prefers to pay related supplemental duty bills by Credit instead of using the Pay.gov form. While the Pay.gov form is easier and more efficient for submitting a bill payment, the ACH Credit option remains available if elected.
- The test will become operational on or after December 15th, 2025. Therefore, ALL PMS participants will be required to pay any supplemental duty bill via Pay.gov using ACH Debit or ACH Credit as outlined above. Beginning December 15th, 2025, payment of a supplemental duty bill issued for an entry previously paid on a PMS that is not paid by ACH Debit (Pay.gov) or ACH Credit may result in suspension from the PMS program.
