Tariff Changes Under US–South Korea Trade Deal Made Retroactive to Nov. 14; Auto Tariffs to Nov. 1

This morning, December 3rd, the Office of the US Trade Representative (USTR) published a Federal Register notice confirming that most tariff changes resulting from the mid-November agreement between the United States and South Korea (and outlined in a November 13th fact sheet) apply retroactively: to November 1st, 2025, for automobiles and auto parts, and to November 14th, 2025, for other applicable product imports from South Korea.
Specifically, the modifications to the HTSUS in Part A of the Annex are effective for automobiles and automobile parts entered for consumption, or withdrawn from warehouse for consumption, on or after 12:01 AM EST on November 1st, 2025. The modifications to the HTSUS in Part B of the Annex are effective for goods subject to country-specific reciprocal tariffs—including timber, lumber and their derivatives, and certain aircraft and aircraft parts—entered for consumption, or withdrawn from warehouse for consumption, on or after 12:01 AM EST on November 14th, 2025.
