Reciprocal Tariffs Update – Increase in Rate for China and Reversion of Other Country-Specific Rates, Effective April 10th, 2025 (April 11th at 10:00 AM CDT)
The following has been taken, in part, from the modification of Executive Order 14257:
Effective with respect to goods entered for consumption, or withdrawn from warehouse for consumption, after 12:01 AM EDT on April 10th, 2025, and that were not in transit on the final mode of transit prior to 12:01 AM EDT on April 10th, 2025.
Country Specific (Excluding China, Canada & Mexico)
Suspension of Country-Specific Ad Valorem Rates of Duty. Effective with respect to goods entered for consumption, or withdrawn from warehouse for consumption, on or after 12:01 AM EDT on April 10th, 2025, enforcement of the second paragraph of section 3(a) of Executive Order 14257 is suspended until 12:01 AM EDT on July 9th, 2025. Effective at 12:01 AM EDT on April 10th, 2025, and until 12:01 AM EDT on July 9th, 2025, all articles imported into the customs territory of the United States from the trading partners enumerated in Annex I to Executive Order 14257 shall be, consistent with law, subject to an additional ad valorem rate of duty of 10 percent, subject to all applicable exceptions set forth in Executive Order 14257.
Goods imported from the trading partners enumerated in Annex I other than those that fall within the identified exceptions included in CSMS 64649265.
9903.01.25: Additional ad valorem duty rate of 10%.
EXCEPTIONS
9903.01.28: Articles the product of any country that were (1) loaded onto a vessel at the port of loading and in transit on the final mode of transport prior to entry into the United States before 12:01 AM EDT on April 5th, 2025, AND (2) are entered for consumption, or withdrawn from warehouse for consumption, on or after 12:01 AM EDT on April 5th, 2025.
China
Imported goods of China, other than those that fall within the identified exceptions included in CSMS 64680374, entered for consumption, or withdrawn from warehouse for consumption on or after 12:01 AM EDT on April 10th, 2025, are subject to the following HTSUS classification and additional ad valorem duty rates.
9903.01.63: Articles the product of China, including Hong Kong and Macau, will be assessed an additional ad valorem rate of duty of 125%.
