Last week, the United States Trade Representative (USTR) published the second set of product exclusions for the Section 301 tariffs. There are 33 additional exclusions either by HTS, HTS heading, or specific product description. It is important to note that if your products qualify for the exclusions, they are retroactive to the date the tariffs went into effect.
Second Group of Product Exclusions for Section 301 announced:
The edition of the Federal Register, 84 FR 11152, issued on March 25th, 2019, contains the announcement from the Office of the U.S. Trade Representative (USTR) that lists out the second group of products that are to be excluded from the additional duty imposed on the List 1 ($34 billion worth of imports) from China. The product exclusions are retroactive to July 6, 2018 and will extend for one year after the March 25, 2019 Federal Register Notice (FRN).
The full list can be found in the annex of the FRN, located at this link.
US Customs has also issued a CSMS message, #19-000155, instructing filers on how to submit entries with products covered by these exclusions.
