Economic Operators Registration & Identification (EORI) Requirement for EU Air Shipments Effective July 1, 2023

Effective July 1st, 2023, the European Union (EU) is requiring additional data elements be included on the air waybill for all air freight shipments to the EU, Switzerland, Norway, and Northern Ireland. This additional data is being used to comply with the EU’s Import Control System 2 (ICS2). The ICS2 is the EU’s new, large-scale customs electronic import system, which is anticipated to increase safety initiatives and simplify information exchanges. Having one common type of identification number across the EU is more efficient, both for economic operators and customs authorities.

Starting July 1st, data elements to be included on the air waybill (AWB), consolidation manifest, or FWB/FHL messages for all master air waybills (MAWB) and house air waybills (HAWB) will need to include:

  • The 6-digit Harmonized Commodity Codes (HS Codes) of the inbound goods on HAWB level, and on AWB level for direct shipments.
  • EU Economic Operator Registration and Identification (EORI) Number of the EU consignee – where assigned on HAWB level and on AWB level for direct shipments.

European consignees affected by this update who have not already obtained an Economic Operator Registration and Identification (EORI) are able to apply through their local customs agency.
